Our services include MEL plans design and implementation support, theory of change development, systems and place-based approaches, digital and visualisation, and qualitative and participatory methods. We also deliver practitioner-led training and build practical tools that help teams embed learning into everyday decision-making, supporting reflection, adaptation and accountability.

Clear Horizon was founded by Dr Jess Dart in 2005 on the belief that evaluation can be more than testing objectives. At its best, it offers crucial feedback and practical processes that help people listen, learn and work towards more sustainable and just outcomes.
Since 2005, we’ve grown from a small consultancy into a team of more than 55 people, working across measurement, evaluation and learning, strategy, systems change and digital practice. We have also been a certified B Corp since 2022, reflecting our commitment to social and environmental impact. Our clients often come to us with work that is complex, non-linear or emergent. In these contexts, evaluation built on fixed assumptions or simple cause and effect doesn’t hold. Our approach to measurement, evaluation and learning is systems-aware, equity-centred and adaptive by design. We pay close attention to context, relationships and power, using learning as an active practice to test assumptions, surface what’s emerging and adjust as the work unfolds. Rather than forcing complexity into static frameworks, we design MEL approaches that evolve with the work, helping teams make better decisions as things change.

We’re a curious and passionate group of people who likes to think about how change really happens — questioning what’s assumed, looking for what’s missing, and paying attention to what people on the ground are actually experiencing. We care about fairness, evidence and the real-world effects of good intentions.
The way we work is open, practical and human. We take relationships seriously, listen before we advise, and treat learning as something you do, not file away. We don’t rush to neat conclusions. We sit with complexity, try things out, and adjust when signals tells us to. That’s what keeps the work relevant and grounded.
